Welcome to Anwyl Homes’ online public consultation for proposals at Upcast Lane, Wilmslow (‘the Site’).
We would welcome your views on plans for 68 new family homes prior to Anwyl Homes submitting a full planning application to Cheshire East Council.
All feedback received during the public consultation will be reviewed and taken into consideration by the project team in preparing the final proposals for the Site.
There will be a further opportunity to comment on the plans once the planning application has been submitted with the application available to view online on the Council's website.

Site Context ⭢
The Site covers an area of approximately 4.47 hectares and is broadly rectangular in shape. It is accessed off Upcast Lane. The site is generally flat land and has existing hedgerows and trees along its boundary. North of the Site are residential properties on Upcast Lane, Green Villa Park and Sunnybank Drive whilst to the south is an existing bridleway linking Upcast Lane with Clay Lane. New residential proposals are currently being consulted on by Bellway immediately to the west.
The Site is sustainably located approximately 1.5 miles south-west of Wilmslow town centre and benefits from being within easy walking distance of a number of amenities and services including Lindow Primary School, Lindow Cricket Club, bus stops, veterinary clinic, hairdresser, local store, pubs and coffee shops.
In 2017, the Council removed Land at Upcast Lane and Cumber Lane (Safeguarded Land LPS 59) from the Green Belt and identified it as Safeguarded Land suitable for residential development in the future.
The Site forms part of Safeguarded Land LPS 59 as shown in orange below. As a result of changes to national planning guidance, there is now a need to bring forward the Site for new family housing.
The Proposed Development
Anwyl Homes is to create 68 new family homes including a mix of 1, 2, 3, 4 and 5 bedroom properties.
The proposed scheme comprises the following:
68 new family homes including a mix of 1, 2, 3, 4 and 5 bedroom properties.
30% being Affordable Homes managed by a Housing Association.
Access from Upcast Lane together with new pedestrian/cycle paths throughout the development.
Creation of circa. 2 hectares of high-quality green infrastructure including open spaces and play areas.
In excess of 10% Biodiversity Net Gain on site by delivering a variety of native species planting, wildflower meadows and enhancements to the watercourse corridor as well as bat and bird boxes being delivered on the development.
Incorporation of suitable sustainable drainage measures.
New Homes ⭢
Affordable Housing
The proposed development will deliver a policy compliant level of affordable housing (30%) which will comprise of a mixture of Affordable Rent and Intermediate Tenure properties .
The affordable housing will be distributed throughout the development to encourage a cohesive and integrated community.
Housing Mix
Anwyl have analysed the existing homes in the area and considered local demographics to derive a housing mix including a variety of different housetypes to create variation and a sense of place whilst also meeting the housing demands of the area.
Within this housing mix, properties will range from 1 bedroom cottage mews, 2 bedroom Bungalows through to 3, 4 and 5 bedroom Family Homes.
Accessible and Adaptable Dwellings
Of the 68 new homes being proposed, at least 30% of the homes will be designed to be accessible and adaptable.
Access and Transport
The proposed access arrangements off Upcast Lane will be developed in consultation with Cheshire East Council Planning and Highways Officers.
The access road will have a width of 5.5 metres with a 2 metre footpath one side and a 3m cycleway on the other.
Technical work has been undertaken to ensure that the proposed access can suitably and safely accommodate the proposed new homes.
Car parking is to be provided for each dwelling, with each home having their own Electric Vehicle Charging Point.
Technical Considerations ⭢
Sustainability
The vision for the Site is to deliver high quality environmentally friendly new homes in a sustainable location on the edge of Wilmslow. The following energy efficient design measures are proposed:
Fabric first approach to reducing the energy requirements of new homes including high levels of thermal insulation and air tightness.
Use of suitable renewable energy sources, including solar photovoltaic panels and air source heat pumps, to reduce running costs and use of fossil fuels.
100% electric heating.
100% low energy light throughout.
Provision of Electric Vehicle Charging for each dwelling.
Ecology
A series of ecological surveys have been undertaken at the Site to inform the proposed development and prior to the submission of the planning application further engagement will be carried with the Council’s ecology Officers.
Ecological mitigation measures including bat and bird boxes will be included.
The proposals will secure a 10% Biodiversity Net Gain which will be secured by s106 Agreement and maintained for 30 years.
Residential Amenity
Maintaining the amenity of existing residential properties surrounding the scheme is a key consideration. The proposed scheme will ensure that policy separation distances are achieved throughout the development.

Generation of additional Council Tax revenues.
Delivery of new homes, affordable housing provision, in a sustainable location.

Considerable Section 106 contributions and Community Infrastructure Levy (‘CIL’) payments.

Once the project team have considered the pre-application feedback received and prepared final technical reports, Anwyl Homes will submit a full planning application to the Council.
Following validation of the application, the planning application will be subject to a formal consultation process overseen by the Council where local residents, businesses and other consultees will have an opportunity to comment on the proposals.
Anwyl Homes is aiming to submit a planning application in early 2025.
